COURSE MASTER-PLAN

The City of South Perth has developed a Master-plan (pdf) to guide the future direction of the Collier Park Golf Course. This is in response to Council requesting that the City 'initiate longer term planning and development of the Course facilities'.

This presents a wonderful opportunity to look strategically at the course and to consider the items that need to be upgraded and/or replaced, determine a priority and timeframe for implementation of the improvements, and establish a cost for each priority activity.

As part of the Master-planning process, the following components have been assessed:

This project was considered at the February 2010 Council meeting where a design scheme for the redevelopment of the 'Island 9' Course, comprising lake, irrigation, furniture and layout improvements, was approved.  The estimated cost for this first stage of redevelopment is $5.46 million.

Council has requested a funding and implementation strategy be prepared for consideration prior to any approval to proceed with this first stage of the Course redevelopment.  Future stages (Pines and Lake Courses) will also be considered in the strategy.

COURSE FACILITIES REDEVELOPMENT

The City is also investigating the feasibility of redeveloping the Course facilities (Club house, Pro shop and kiosk) including the potential for a automatic driving range.

Rosetta Holdings Pty Ltd (Course facilities lessee) presented two redevelopment proposals to Council in July 2009. Council chose to 'note' the proposals, but has requested the City carry out a detailed investigation into the financial feasibility of such a project.

Council considered a report in December 2009 outlining how this project will be implemented.  A 39 month implementation timeframe for the project was 'noted'.  City officers are proceeding on this basis.
